Jenna overheard one officer whisper, “These aren’t active units,” which meant nothing to her at the time. The other officer asked if the man had mentioned working for any organization or agency.
Jenna shook her head again, increasingly anxious. They began examining the bottom edges of the devices and quickly discovered small, unusual labels coded with numbers instead of names. None resembled regular phone identifiers.
